That seems like gibberish to me, atheism is simply and solely the lack or absence of belief in any deity or deities, and disbelief is defined as the inability or refusal to accept that something is true or real, so neither of those represents a contrary claim to theism. The burden of proof rests entirely with the claim, and all beliefs are the affirmation of a claim that is an acceptance that something exists or is true, especially one without proof, since that is the definition of a belief.
